In Vic technically you can only have one intake mod. Go with a top mount and modify the stock shroud, no one will know.

Fmic can also technically be illegal since you are changing the impact characteristics of the car, just depends who pulls you over. It all comes down to what are you trying to achieve and how far does your budget go.
The extra money for a Fmic could be spent elsewhere on a limited budget to get better gains if you are building a street daily.
