Odd thing to have replaced on an Mps, check your turbo first.
All done, turbo has been examined and is fine.

No one apart from Mazda dealers seem to have the tools to do the job, they have been reluctant to do it.

How did you come to the conclusion the valve stem seals are leaking?
Since I replaced the standard cats with a single high flow, it became smokey. Like most I suspected the turbo, took it to the turbo specialist who removed the turbo to do a change over. When they examined the turbo they said it was in near new condition. They put it back on and it took it to my regular mechanic. Cleaned out the exhaust. Did a compression test to make sure it's not the rings. Put some oil additive in to reduce the smoke (seems to have eliminated most of the smoke) the way it smokes also makes me think it's the seals. I'm really uncomfortable in a dealer doing it. The few I inquired about were reluctant to do it. Would prefer a performance car specialist personally.

How is it blowing smoke?
Just on start up, idle, cruising, when accelerating?
White or blue?
Also the dealers really are probably the best to do it. They are reluctant because they know how much of a prick of a job it is.
The vast majority of mechanics will say no problem thinking its the same as any other car, but thats far from reality.
Blue smoke, doesn't smoke on startup,over 5000rpm it smokes, and after 10-20 min of idling it smokes for a bit, then a drive blows the smoke out and it's fine after that. The additive I used has eliminated most of the smoke but that's just fixing the symptom, not the problem.

As mentioned, my first thought was the turbo as well, mine has been out, examined and was told is fine. There is pressure building up under the head. When you open the oil filler tank you can feel the air pressure in there. It spits out little droplets of oil when the cap it off.
Definitely not valve stem seals, they only blow smoke on start up. vacuum in cylinder sucks oil past seal usually overnight or on long downhill deceleration then clears in seconds.
Turbo issues are so common, I find it hard to believe that your is "like new" is you were told, unless it is new.
I have an old 1960 Mercedes Benz. It does have valve stem seal issues (common and completely normal) start it and you fill the shed up with smoke, few seconds later it clears.
Believe me I'd love it to be the turbo (excuse to replace it), but I don't think that would be the answer to the blow by issue I'm having with the build up of pressure under the head.
How many KM has your car done?
Using oil?
Hows performance and fuel economy?
Cars done just under 140K, is using oil (but not leaking anywhere under the engine), performance has marginally decreased, fuel consumption appears to be the same.

Before anything else, i'd get the PCV checked out.

Reducing the crank case pressure will allow better turbo oil draining and reduce your problem. I wouldn't like to see you waste a lot of money on valve stem seal replacement, not many people have a good track record when it comes to disturbing Mps camshaft timing.
I have a similar issue. While on track I am experiencing considerable blowby from the tappet cover to turbo inlet. I disconnected & plugged the turbo inlet pipe & redirected the breather in a 750ml bottle. After 8mins on the track the bottle was 25% full of oil. I have ordered the Perm Plate from Edge to see if it alleviates the issue.
If you think the blow by is excessive have a cylinder leak down test and compression check done.
