How will the mechanic determine that its the turbo seals? Its not really something you can inspect.

I agree with this. I'm also sure i've seen a thread on the US forum about the in tank pump being fine for big HP.
Maybe 2 different grades of stainless (pipe vs muffler) so it didn't weld properly. I'm sure any decent exhaust place can fix it up for you. still crap though
