2007 Mazda 3 MPS
There are some Rims for sale which I am thinking of purchasing.
They are 18x8 with 38 offset?
I found this website Wheel Offset Calculator
and compared with current rims at 18x7.5 +35
Looks like it would be 9mm LESS clearance, and stick out 3mm wider?
Any advice would be great.

Stock offset is +52, and they are 7 inch wide.
So infact the wheels you are looking at will stick out 27mm further.
So to answer your question in the most diplomatic way possible (there have been many debates that lead nowhere on the topic of offset) YES they will fit, anything can be made to fit. But the car will need modifying. Rolled guards, camber, stretched tyres etc
My suggestion it to not go lower than +45 offset.

Spew as looked like great rims at good price too.. oh well will keep looking, as dont want to have to bother with modifications to make them fit

Have found some other rims which are 18x8 (40 offset), would this fit okay if I had the guards rolled? and roughly how much does guard rolling cost?

You'll be fine with those RX8 are +50 and I have 18x8.5 +40 need to roll and will scrub with a lot of weight in the back.
But otherwise it will look flush.
