that wing would provide plenty of downforce. isnt it at 80km/hr when a wing will start to generate downforce.

They'll be providing some downforce at almost any speed, but there'll be a sweet spot speed range where it does it's most efficient work...

Take a piece of cardboard and hold it in a slight curve, then swing your arm. You will be able to feel the lift generated at quite slow speeds.

The efficiency speed range is why the EU spec MPS has a smaller wing - it is more efficient and less turbulent at the higher speeds these vehicles are expected to do on the autobahns...

Speed at which it is most effective all depends on the engineering behind the aero...
